I agree. In particular, he takes for granted that the so-called "cookie
wall" with its "management" options is a natural consequence of GDPR,
while it is only the consequence of trying to evade it.

Since 2021 the italian DPA stated that in any case the user can dismiss
all requests for non technical cookies simply closing the the cookie
warning (which is exactly the opposite the majority of websites stated -
and may be are stating even now).

The behaviour of a website deviating from this is simpy *illegal*.

I agree with the author that enforcement of the GDPR is the real
problem. This is only because there are economic and political factors
that oppose it. A clear example is the persistent attitude of the
European Commission in providing adequacy decisions in favor of U.S.
entities when the Court of Justice of the EU twice rejected them,
clearly stating that they had no legal basis.
