To draw a simple conclusion. The EU has as its main (or only) goal the
creation of a single market for everything. It is not allowed to do
anything else (see migration or foreign policy) because that is matter
for the Member States alone. So, for example, the EU cannot propose a
digital strategy, it can only propose rules in support of a digital
service market. That's a huge difference. This difference is exploited
by large companies (most US, some Chinese) also thanks to the fact that
EU employees have a very disbalanced educational profile and little
technical or scientific understanding.
It this a reasonabile sum-up?
