Actually, Aruba is a Caribbean Island controlled by the Netherlands. So the whole technology is Dutch (or American, sold to the Dutch) and Aruba is a practical testing site because it's small, with few entry points.

Aruba is also the name of the most important Italian identity provider. "A ruba" in Italian means that something is so popular that people would steal it.
